Karnataka Proposes Division of Hubli-Dharwad Municipal Corporation for Better Governance

Bengaluru, January 21, 2025:
The Government of Karnataka has issued a notification proposing the division of the Hubli-Dharwad Municipal Corporation into two separate entities: the Corporation of the City of Dharwad and the Corporation of the City of Hubli. The move is aimed at enhancing administrative efficiency and better serving the growing population and urban demands.

The division, proposed under Sections 3 and 4 of the Karnataka Municipal Corporations Act, 1976, will redefine the administrative boundaries, with the areas falling under “Schedule-A(1)” and “Schedule-B(1)” forming the Dharwad City Municipal Corporation, and those under “Schedule-A(2)” and “Schedule-B(2)” forming the Hubli City Municipal Corporation.

Rationale for the Division:
The notification highlights the criteria for the division, including:

  1. A minimum population of three lakhs in the designated areas.
  2. A population density of at least 3,000 inhabitants per square kilometer.
  3. Annual revenue generation of at least ₹6 crore or ₹200 per capita.
  4. Over 50% of the workforce engaged in non-agricultural activities.

Public Involvement:
The government has invited objections and suggestions from the public regarding the proposed division. Citizens can submit their feedback within 30 days of the notification’s publication to the Directorate of Municipal Administration at V.V. Tower, Bengaluru.

Details of the Proposed Areas:

  • Dharwad City Municipal Corporation: Encompassing an area of approximately 120.94 square kilometers, the boundaries will span regions including Savadatti Road, Kamalapur village, and other areas outlined in Schedule-B(1).
  • Hubli City Municipal Corporation: Covering an area of approximately 127.05 square kilometers, the boundaries will include areas such as Devaralinganakoppa, Amminabhavi Road, and other regions mentioned in Schedule-B(2).

Conclusion:
The reorganization reflects the government’s intent to address the unique urban challenges faced by the rapidly growing Hubli-Dharwad region. Public participation in this process will play a crucial role in finalizing the plans.
