Union Secretary Reviews Progress on Smart and Integrated Fishing Harbours and CICEF Activities

Bengaluru, December 28, 2024: Dr. Abhilaksh Likhi, Union Secretary, Ministry of Fisheries, Animal Husbandry & Dairying, chaired a high-level meeting on December 27, 2024, at the Central Institute of Coastal Engineering for Fishery (CICEF), Bengaluru. The meeting reviewed the progress of Smart and Integrated Fishing Harbour projects in Jakhau (Gujarat), Karaikal (Puducherry), and Vanakbara (Daman & Diu), along with ongoing activities of CICEF.

The meeting was attended by Shri Sagar Mehra, Joint Secretary, Government of India, Mr. Konda Reddy Chavva, FAO Representative to India, and senior officials from the Department of Fisheries and Maritime States, with several participants joining virtually.

Focus on Smart and Integrated Fishing Harbours

The review emphasized the strategic importance of modernizing India’s fishery infrastructure to enhance sustainability, productivity, and economic viability. Key aspects discussed included:

  • Digital Infrastructure: Integration of real-time data monitoring, automated fish handling systems, and digital marketplaces.
  • Sustainability Measures: Adoption of green energy solutions, waste management systems, and eco-friendly construction practices.
  • Integrated Facilities: Provision of cold storage, ice plants, quality control labs, and modern auction platforms.
  • Community Development: Training and capacity-building programs for fishermen to ensure equitable growth and employment opportunities.

PMMSY and Smart Harbour Projects

Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), the Ministry has sanctioned projects worth ₹3,184.28 crore for the construction, modernization, and maintenance of 58 Fishing Harbours (FHs) and Fish Landing Centres (FLCs), including the three Smart and Integrated Harbours at Jakhau, Karaikal, and Vanakbara.

FAO Collaboration for Blue Ports

Shri Sagar Mehra highlighted the Department of Fisheries’ agreement with FAO’s Technical Cooperation Programme (TCP) for strengthening Blue Ports in India. Mr. Konda Reddy Chavva emphasized that the three pilot fishing ports will gain strategic tools and operational guidance to address sector-specific challenges.

State-Level Progress and Presentations

Officials from Gujarat, Puducherry, and Daman & Diu provided detailed updates on the development progress of the Smart Fishing Harbours. These projects aim to serve as models for sustainable and efficient maritime operations.

Role of CICEF

Shri N. Venkatesh Prasad, Director of CICEF, presented an overview of ongoing projects, including site selection, feasibility studies, and engineering investigations. The Union Secretary urged CICEF to accelerate its initiatives and collaborate with state governments and other stakeholders to ensure timely project execution.

The meeting concluded with a commitment to transform India’s fishery sector through smart infrastructure, innovative technology, and sustainable practices, aiming to boost livelihoods and contribute to the nation’s economic growth.

Morocco, a strategic maritime nation with coastlines along both the Mediterranean Sea and the Atlantic Ocean, shares common maritime interests with India.

The visit of INS Tushil aims to explore new avenues of collaboration between the two navies. Notably, this visit follows the recent deployment of INS Tabar, INS Tarkash, and INS Sumedha to Casablanca over the past year, underscoring growing mutual trust and operational interoperability between the two naval forces.

Key Objectives of INS Tushil’s Visit:

ISRO’s Historic SpaDeX Mission: India Aims to Achieve Space Docking Feat on December 30, 2024

New Delhi, December 28, 2024: The Indian Space Research Organisation (ISRO) is set to close the year with a groundbreaking mission—the Space Docking Experiment (SpaDeX)—scheduled for December 30, 2024. This ambitious mission aims to demonstrate India’s prowess in spacecraft docking technology, a feat achieved by only a handful of nations.

Union Minister of State (Independent Charge) for Science and Technology, Dr. Jitendra Singh, announced that SpaDeX will mark a historic milestone in India’s space exploration journey. The mission will see two satellites, named SDX01 and SDX02, launched aboard the PSLV-C60 rocket from Sriharikota at 21:58 IST.

The satellites, each weighing approximately 220 kilograms, will orbit 470 km above Earth. The primary objective is to perform precision rendezvous and docking maneuvers, validate power transfer between docked spacecraft, and operate scientific payloads post-undocking. With a planned two-year lifespan, this mission is expected to pave the way for India’s upcoming lunar, interplanetary, and manned space missions.

Key Highlights of SpaDeX Mission:

  • Precision Docking Technology: The satellites, designated as ‘Chaser’ and ‘Target’, will maneuver in orbit and dock with extreme precision, reducing relative speeds to just 0.036 km/h.

  • POEM-4 Experiments: The PSLV’s fourth stage (POEM-4) will host 24 payloads from academic institutions and startups, leveraging the microgravity environment for research.

Dr. Jitendra Singh emphasized that space docking technology is a crucial enabler for India’s ambitious missions, including Chandrayaan-4, the Bharatiya Antriksh Station, and the manned Gaganyaan mission.

ISRO scientists will perform intricate maneuvers to achieve docking in the near vacuum of space, a task that demands precision engineering and advanced navigation systems.

The system ensures transparency, accountability, and timely resolution of citizen grievances.

On December 27, 2024, a high-level delegation led by V. Srinivas, Secretary, Department of Administrative Reforms and Public Grievances (DARPG), Government of India, visited the Right to Services Commission in Haryana. The delegation toured key facilities, including the Haryana Shehri Vikas Pradhikaran, Haryana Discoms, and the Antyodaya Saral Call Centre, which is closely monitored by the Commission.

Auto Appeal System of Haryana's Right to Services Commission Revolutionizes Citizen-Centric GovernanceDuring the visit, the delegation observed seamless service delivery mechanisms and participated in live citizen interactions via video conferencing. The session highlighted the Commission’s focus on real-time grievance resolution through collaboration with senior officials and end-to-end digitization of processes.

Currently, 422 notified services are being delivered in a time-bound manner across Haryana. Each government office prominently displays timelines for service delivery, reinforcing transparency and accountability. The integration of call centers, Antyodaya Saral Portal, and field offices into a unified digital ecosystem has been a game-changer.

The introduction of the Auto Appeal Process has been a key innovation, ensuring that service requests are automatically escalated in case of delays, driving prompt action and resolution. This robust mechanism has significantly reduced delays and improved citizen satisfaction.

Secretary V. Srinivas praised the Chief Commissioner of the Right to Services Commission, Haryana, for successfully implementing the Auto Appeal System. He emphasized that this initiative sets a new benchmark for responsive and efficient public service delivery across India.

The DARPG delegation also met with the Chief Minister of Haryana to discuss key governance initiatives, including Special Campaign 4.0, e-Office, CPGRAMS, and other transformative projects aimed at improving administrative efficiency.

The study, conducted under the Smart Cities Mission’s SAAR (Smart Cities & Academia towards Action & Research) initiative, examined the effectiveness of smart classrooms and real-time crime tracking systems in Indian smart cities.

Smart Classrooms Boost Enrollment and Engagement

The study found that 71 cities developed over 9,400 smart classrooms in government schools, leading to a 22% increase in overall enrollment between 2015 and 2024. Cities like Ajmer, New Delhi, and Tumakuru were studied in detail, revealing additional benefits:

  • 41 cities established digital libraries with a total seating capacity of over 7,800. Raipur and Tumakuru reported significant impacts, providing students with essential educational resources and supporting exam preparation.
  • Teacher training programs enhanced their comfort level with smart classrooms. Senior secondary teachers showed the highest adoption rates.
  • Teachers reported improvements in student learning experiences and attendance.
  • Smart classrooms and digital libraries facilitated inclusive access to education for underprivileged students.

Real-Time Tracking Improves Urban Safety for Women

The IIM Bangalore study also assessed the impact of real-time tracking systems on crime rates, particularly against women. The study focused on Chennai, Nagpur, and Tumakuru, revealing:

  • Over 59,800 CCTV cameras and emergency call boxes were installed across 93 smart cities. Real-time monitoring through Integrated Command and Control Centers (ICCCs) has contributed to a safer environment for women.
  • Chennai and Tumakuru leveraged advanced monitoring systems to assist law enforcement in gathering evidence for crimes.
  • Nagpur reported a 14% decline in overall crime rates after implementing surveillance measures.
  • Smart surveillance systems reduced harassment, assault, and other crimes in areas with robust safety measures. Women in these cities reported increased confidence using public spaces.

The IIM Bangalore studies highlight the Smart Cities Mission’s success in improving education and public safety. By leveraging technology and innovative solutions, the mission is creating a more livable and secure urban environment for all citizens.

Lighthouse tourism offers a unique blend of natural beauty, historical significance, and adventure activities like trekking and boating. The government has already invested ₹60 crore in developing 75 lighthouses, resulting in a significant increase in tourist footfall – from 4 lakh in 2014 to over 16 lakh in 2023-24. These developments have also created 150 direct and 500 indirect jobs in local communities.

The Indian Lighthouse Festival, held annually, celebrates and promotes these iconic structures. The government is also actively engaging with private stakeholders and coastal communities to ensure sustainable development and maximize the economic benefits of lighthouse tourism.

By integrating lighthouses into coastal tourism circuits and promoting them through awareness campaigns, the government aims to make them key attractions for both domestic and international travelers. This novel approach, utilizing a CRISPR-Cas9-based technique called FELUDA, can rapidly and accurately detect H. pylori and identify specific mutations that cause antibiotic resistance.

H. pylori infection affects millions worldwide, leading to various gastrointestinal issues including ulcers and even stomach cancer. Antibiotic resistance in H. pylori strains is a growing concern, making treatment challenging and increasing the risk of complications.

The researchers successfully employed an engineered Cas9 protein (en31-FnCas9) to detect H. pylori and its 23S rRNA gene mutations in patient samples. This method overcomes limitations of previous CRISPR-based approaches and provides a rapid, visual readout of infection status and resistance patterns.

This breakthrough has the potential to revolutionize H. pylori diagnosis, particularly in resource-limited settings. By enabling accurate and timely detection of antibiotic resistance, this technology can guide personalized treatment plans, improve patient outcomes, and address the global public health challenge of H. pylori infection.

New Delhi, August 28, 2024: The Telecom Regulatory Authority of India (TRAI) convened a critical meeting of the Joint Committee of Regulators (JCoR) on August 27, 2024, at its headquarters in New Delhi. The session brought together representatives from key regulatory bodies, including the Insurance Regulatory and Development Authority of India (IRDAI), the Pension Fund Regulatory and Development Authority (PFRDA), the Reserve Bank of India (RBI), the Securities and Exchange Board of India (SEBI), the Ministry of Corporate Affairs (MoCA), the Ministry of Electronics and Information Technology (MeitY), and TRAI itself. Officials from the Department of Telecommunications (DoT) and the Ministry of Home Affairs (MHA) attended as special guests.

The JCoR meeting, a collaborative platform for examining and addressing regulatory challenges in the digital era, focused on protecting consumers from the growing threats of spam and fraud within the telecom sector. TRAI Chairman Shri Anil Kumar Lahoti emphasized the necessity of a united effort to tackle these issues, urging regulators to implement key measures, including the whitelisting of URLs, APKs, OTT links, and callback numbers in SMS content, and the migration of existing telemarketers to the 140 series on the Distributed Ledger Technology (DLT) platform.

  • Whitelisting and Traceability: Regulators discussed the importance of mandatory whitelisting for URLs, APKs, OTT links, and callback numbers, as well as ensuring the traceability of messages from senders to recipients. This step is seen as crucial to combat the misuse of headers and content templates in fraudulent activities.
  • Migration to 140 Series for Telemarketers: The need to migrate business entities using SIP/PRI channels for promotional calls to the 140 series was highlighted, along with the urgency of taking decisive action against spammers using bulk connections for unsolicited voice calls, robocalls, and pre-recorded calls.
  • Digital Consent Acquisition (DCA) System: The JCoR explored the potential of leveraging the DCA system established by telecom service providers to obtain digital consent from consumers, enabling the delivery of messages and calls even to those who have opted for Do Not Disturb (DND) preferences.
  • 160 Series for Service and Transactional Calls: The use of the 160 series for service and transactional calls was discussed, with a pilot study conducted by TRAI and RBI being reviewed for its technical feasibility.
  • Enhanced Information Exchange: The meeting underscored the importance of improving information exchange among regulators to control fraud using telecom resources.

By addressing these critical issues, the JCoR aims to enhance consumer protection against telecom-related fraud and spam, thereby ensuring a more secure and efficient telecom ecosystem.

New Delhi, 08 June 2024: The 4th Mid-Career Training Programme for mid-level civil servants from Gambia, conducted in partnership with the Ministry of External Affairs (MEA), concluded successfully on 7th June 2024 in New Delhi. The two-week program, attended by 30 officers from key Gambian ministries, marks the effective implementation of the India-Gambia Memorandum of Understanding (MoU) on Personnel Administration and Governance (2019-24).

Srinivas, IAS, Secretary of the Department of Administrative Reforms and Public Grievances (DARPG) and Director General of the National Centre for Good Governance (NCGG), chaired the valedictory session. Government Directs Blocking of International Spoofed Calls Using Indian Numbers

New Delhi, May 26, 2024: The Ministry of Communications has issued directives to block incoming international spoofed calls displaying Indian mobile numbers. This measure is in response to rising incidents of cybercrime and financial fraud perpetrated through such calls, which appear to originate within India but are actually made by cybercriminals abroad manipulating the calling line identity (CLI).

Increasing Cases of Fraud

Fraudsters have exploited these spoofed calls in various scams, including fake digital arrests, FedEx scams, narcotics courier schemes, and impersonations of government and police officials. There have also been reports of fraudsters posing as officials from the Department of Telecommunications (DoT) and the Telecom Regulatory Authority of India (TRAI) to deceive citizens about disconnections of mobile numbers.

New System for Blocking Calls

In response, the DoT and Telecom Service Providers (TSPs) have developed a system to identify and block these spoofed calls from reaching Indian telecom subscribers. Directions have been issued to TSPs to implement the blocking of such calls. Notably, TSPs are already blocking incoming international spoofed calls using Indian landline numbers, as per previous DoT instructions.

Protecting Telecom Users

Ensuring user safety and security is a key aspect of the Digital India vision. The DoT has initiated several measures to protect telecom users, including the citizen-centric Sanchar Saathi portal (https://sancharsaathi.gov.in/). Despite these efforts, some fraudsters may still find ways to bypass security measures.

Reporting Suspected Fraud

The government urges citizens to report any suspected fraud communications via the Chakshu facility on the Sanchar Saathi portal, aiding in the collective effort to combat telecom fraud.

This proactive step underscores the government’s commitment to safeguarding telecom users against cyber threats and enhancing the overall security of digital communications in India.

He emphasized the importance of developing AI models suited to India’s specific needs. Releasing the draft executive summary of the ‘District Level Climate Risk Assessment for India,’ Karandikar noted that indigenous climate models would provide a better understanding of addressing climate change. He stressed the importance of a holistic approach involving interdisciplinary researchers and stakeholders to tackle the challenges of climate change, particularly its impacts on agriculture, water, and the environment.

Contributions from Leading Experts

Dr. Akhilesh Gupta, Senior Advisor at DST, reflected on the evolution of DST’s Climate Change Programme and its contributions to the National Action Plan for Climate Change (NAPCC). He underscored the need for collaborative efforts to secure the future for coming generations, urging communities to work together on actionable solutions.

Dr. Anita Gupta, Head of Climate, Energy, and Sustainable Technology (CEST) at DST, stressed the urgency of addressing climate change, noting that 40% of the world’s population is already vulnerable to its adverse effects. She outlined DST’s efforts under NAPCC, supporting numerous R&D programs aimed at developing climate solutions. Gupta also highlighted DST’s participation in Mission Innovation, a global initiative launched in 2015 to foster clean energy solutions.

Prof. Rangan Banerjee, Director of IIT Delhi, showcased the Centre of Excellence on climate change modeling at IIT Delhi. He detailed innovative mitigation technologies being developed, such as coal-to-methanol conversion, blue hydrogen production, and carbon capture and storage.

The Department of Telecommunications (DoT), in collaboration with the National Telecommunications Institute, Ghaziabad (NTIPRIT), hosted an Awareness Workshop today for the ‘Sanchar Mitras’. This program enlists student volunteers to empower citizens by raising awareness about various department initiatives and the dangers of cyber fraud.

Smt Madhu Arora Addresses Sanchar Mitras

Smt Madhu Arora, Member (T), Digital Communication Commission, inaugurated the workshop, emphasizing the critical role of telecommunications in the digital age. “Telecommunications is vital today. Sanchar Mitra is a steppingstone to raise awareness and empower citizens,” she stated. Describing the volunteers as “agents of change,” she highlighted their role in bridging the gap between government initiatives and citizens, particularly in remote areas.

Arora also stressed the importance of two-way communication, with Sanchar Mitras serving as a feedback mechanism to relay citizens’ challenges to the DoT, helping shape better strategies. She urged the volunteers to seize the opportunity to explore future prospects in telecom and related fields.

Key Highlights from the Workshop

Shri Deb Kumar Chakraborti, Director General of NTIPRIT, spoke on the significant role of Sanchar Mitras in connecting citizens with the DoT. He outlined the volunteers’ primary duties, including providing affordable connectivity, addressing grievances, tackling cyber threats, and promoting safe citizen-centric solutions. Chakraborti also provided valuable suggestions for expanding the Sanchar Mitra program.

Roles and Responsibilities of Sanchar Mitras

Sanchar Mitras, selected from prestigious educational institutions housing 100 5G Use Case Labs, will undertake various roles, including:

  • Raising awareness about telecom-related citizen services like the Sanchar Saathi portal and educating citizens about the dangers of cyber fraud.
  • Reporting issues and collecting feedback, facilitating coordination with field offices.
  • Promoting digital literacy and ensuring safe mobile usage.
  • Coordinating with colleges, NGOs, Village Level Entrepreneurs, and local law enforcement agencies to address cases of fraud or misuse effectively.
  • Gathering insights on local trends and challenges, helping the DoT tailor its strategies and policies.
  • Acting as a feedback loop to refine the Sanchar Saathi initiative based on evolving needs.

Background of the Sanchar Mitra Program

Sanchar Mitras are selected from universities across 28 states and 4 UTs. The program aims to enhance mobile users’ security, clarify radiation myths, and raise awareness about DoT’s initiatives. By engaging students from diverse regions, the program seeks to establish a collaborative approach to telecom issues and promote a safe digital ecosystem.

Navaratri, a festival symbolizing the divine prowess of nine goddesses, serves as the backdrop for this vibrant festival. Recognizing this symbolism, the Akademi has curated a series of events under the banner ‘Shakti,’ paying homage to the feminine energy inherent in the cosmos.

The inauguration ceremony kicks off today at the revered Kamakhya Temple in Guwahati, marking the beginning of a cultural odyssey that will traverse through seven sacred sites across the nation.
