Successful Completion of Gambia Civil Servants’ Mid-Career Training in New Delhi

New Delhi, 08 June 2024: The 4th Mid-Career Training Programme for mid-level civil servants from Gambia, conducted in partnership with the Ministry of External Affairs (MEA), concluded successfully on 7th June 2024 in New Delhi. The two-week program, attended by 30 officers from key Gambian ministries, marks the effective implementation of the India-Gambia Memorandum of Understanding (MoU) on Personnel Administration and Governance (2019-24).

Srinivas, IAS, Secretary of the Department of Administrative Reforms and Public Grievances (DARPG) and Director General of the National Centre for Good Governance (NCGG), chaired the valedictory session. He congratulated the participants and highlighted the importance of digital transformation in driving economic growth, enhancing service delivery, and fostering inclusive development. Emphasizing the need for mutual knowledge exchange, Shri Srinivas stated, “It is important to mutually exchange knowledge to enhance governance in both the countries.”

The training program featured presentations by Gambian civil servants on Digital Gambia, Women Empowerment in Gambia, and the Social Welfare Scheme in Gambia. Group Two earned top honors for their presentation on Women Empowerment. His Excellency, Mr. Mushtafa Jawara, praised the NCGG training program for its role in facilitating knowledge exchange and strengthening bilateral relations. He emphasized the potential positive impact of adopting Indian governance models in Gambia.

The NCGG, under the Department of Administrative Reforms and Public Grievances, continues to align its efforts with the Indian philosophy of ‘Vasudhaiva Kutumbakam’ (The world is one family). The institution has successfully trained civil servants from 17 countries, including Bangladesh, Maldives, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal, Bhutan, Myanmar, Ethiopia, Eritrea, and Cambodia.

The event was also attended by Smt. Prisca Poly Mathew, Consultant and Chief Administration Officer, Dr. Himashi Rastogi, Associate Professor, and Dr. Gazala Hasan, Assistant Professor at NCGG. The entire program was overseen by Dr. Mukesh Bhandari, Co-course Coordinator, and Shri Sanjay Dutt Pant, Programme Assistant.

Government Directs Blocking of International Spoofed Calls Using Indian Numbers

New Delhi, May 26, 2024: The Ministry of Communications has issued directives to block incoming international spoofed calls displaying Indian mobile numbers. This measure is in response to rising incidents of cybercrime and financial fraud perpetrated through such calls, which appear to originate within India but are actually made by cybercriminals abroad manipulating the calling line identity (CLI).

Increasing Cases of Fraud

Fraudsters have exploited these spoofed calls in various scams, including fake digital arrests, FedEx scams, narcotics courier schemes, and impersonations of government and police officials. There have also been reports of fraudsters posing as officials from the Department of Telecommunications (DoT) and the Telecom Regulatory Authority of India (TRAI) to deceive citizens about disconnections of mobile numbers.

New System for Blocking Calls

In response, the DoT and Telecom Service Providers (TSPs) have developed a system to identify and block these spoofed calls from reaching Indian telecom subscribers. Directions have been issued to TSPs to implement the blocking of such calls. Notably, TSPs are already blocking incoming international spoofed calls using Indian landline numbers, as per previous DoT instructions.

Protecting Telecom Users

Ensuring user safety and security is a key aspect of the Digital India vision. The DoT has initiated several measures to protect telecom users, including the citizen-centric Sanchar Saathi portal (https://sancharsaathi.gov.in/). Despite these efforts, some fraudsters may still find ways to bypass security measures.

Reporting Suspected Fraud

The government urges citizens to report any suspected fraud communications via the Chakshu facility on the Sanchar Saathi portal, aiding in the collective effort to combat telecom fraud.

This proactive step underscores the government’s commitment to safeguarding telecom users against cyber threats and enhancing the overall security of digital communications in India.

For the first time in 30 years, an Indian film was nominated for the prestigious Palme d’Or. Payal Kapadia’s “All We Imagine as Light,” an Indo-French co-production, won the Grand Prix, the second-highest award in the category. The film, centered on the lives of two nurses, was granted official Indo-French co-production status and received substantial support from the Ministry of Information and Broadcasting.

FTII Student Chidanand S Naik Wins ‘La Cinef’ Award

Chidanand S Naik, a student at the Film and Television Institute of India (FTII), won the first prize in the La Cinef section for his short film “Sunflowers Were the First Ones to Know,” based on Kannada folklore. This 15-minute film is a collaborative effort from FTII’s TV Wing’s one-year program, emphasizing the institute’s commitment to nurturing emerging talent.

The event convened experts nationwide to discuss the development of foundational Artificial Intelligence (AI) models for climate modeling tailored to the Indian context, the enhancement of data quality control, and the improvement of climate predictions. Additionally, the conclave emphasized strengthening interactions with communities to develop better climate adaptation solutions.

Prof. Abhay Karandikar, Secretary of DST, inaugurated the conclave, highlighting the achievements of the National Mission for Sustaining Himalayan Ecosystem (NMSHE) and the National Mission on Strategic Knowledge for Climate Change (NMSKCC). He emphasized the importance of developing AI models suited to India’s specific needs. Releasing the draft executive summary of the ‘District Level Climate Risk Assessment for India,’ Karandikar noted that indigenous climate models would provide a better understanding of addressing climate change. He stressed the importance of a holistic approach involving interdisciplinary researchers and stakeholders to tackle the challenges of climate change, particularly its impacts on agriculture, water, and the environment.

Contributions from Leading Experts

Dr. Akhilesh Gupta, Senior Advisor at DST, reflected on the evolution of DST’s Climate Change Programme and its contributions to the National Action Plan for Climate Change (NAPCC). He underscored the need for collaborative efforts to secure the future for coming generations, urging communities to work together on actionable solutions.

Dr. Anita Gupta, Head of Climate, Energy, and Sustainable Technology (CEST) at DST, stressed the urgency of addressing climate change, noting that 40% of the world’s population is already vulnerable to its adverse effects. She outlined DST’s efforts under NAPCC, supporting numerous R&D programs aimed at developing climate solutions. Gupta also highlighted DST’s participation in Mission Innovation, a global initiative launched in 2015 to foster clean energy solutions.

Prof. Rangan Banerjee, Director of IIT Delhi, showcased the Centre of Excellence on climate change modeling at IIT Delhi. He detailed innovative mitigation technologies being developed, such as coal-to-methanol conversion, blue hydrogen production, and carbon capture and storage.

Broad Participation and Collaboration

The conclave featured participation from climate change experts across various prestigious institutions, including IIT Delhi, IIT Bhubaneswar, Banaras Hindu University, University of Delhi, Kashmir University, IISc, University of Allahabad, Wadia Institute of Himalayan Geology, India Meteorological Department, ICRISAT, and multiple DST Centres of Excellence. DST officials also contributed to the discussions, emphasizing the collaborative nature of the initiative.

The Department of Telecommunications (DoT), in collaboration with the National Telecommunications Institute, Ghaziabad (NTIPRIT), hosted an Awareness Workshop today for the ‘Sanchar Mitras’. This program enlists student volunteers to empower citizens by raising awareness about various department initiatives and the dangers of cyber fraud.

Smt Madhu Arora Addresses Sanchar Mitras

Smt Madhu Arora, Member (T), Digital Communication Commission, inaugurated the workshop, emphasizing the critical role of telecommunications in the digital age. “Telecommunications is vital today. Sanchar Mitra is a steppingstone to raise awareness and empower citizens,” she stated. Describing the volunteers as “agents of change,” she highlighted their role in bridging the gap between government initiatives and citizens, particularly in remote areas.

Arora also stressed the importance of two-way communication, with Sanchar Mitras serving as a feedback mechanism to relay citizens’ challenges to the DoT, helping shape better strategies. She urged the volunteers to seize the opportunity to explore future prospects in telecom and related fields.

Key Highlights from the Workshop

Shri Deb Kumar Chakraborti, Director General of NTIPRIT, spoke on the significant role of Sanchar Mitras in connecting citizens with the DoT. He outlined the volunteers’ primary duties, including providing affordable connectivity, addressing grievances, tackling cyber threats, and promoting safe citizen-centric solutions. Chakraborti also provided valuable suggestions for expanding the Sanchar Mitra program.

Roles and Responsibilities of Sanchar Mitras

Sanchar Mitras, selected from prestigious educational institutions housing 100 5G Use Case Labs, will undertake various roles, including:

  • Raising awareness about telecom-related citizen services like the Sanchar Saathi portal and educating citizens about the dangers of cyber fraud.
  • Reporting issues and collecting feedback, facilitating coordination with field offices.
  • Promoting digital literacy and ensuring safe mobile usage.
  • Coordinating with colleges, NGOs, Village Level Entrepreneurs, and local law enforcement agencies to address cases of fraud or misuse effectively.
  • Gathering insights on local trends and challenges, helping the DoT tailor its strategies and policies.
  • Acting as a feedback loop to refine the Sanchar Saathi initiative based on evolving needs.

Background of the Sanchar Mitra Program

Sanchar Mitras are selected from universities across 28 states and 4 UTs. The program aims to enhance mobile users’ security, clarify radiation myths, and raise awareness about DoT’s initiatives. By engaging students from diverse regions, the program seeks to establish a collaborative approach to telecom issues and promote a safe digital ecosystem.

Conclusion

The workshop organized by NTIPRIT served as an induction program, enhancing the understanding and effectiveness of the Sanchar Mitras. Navaratri, a festival symbolizing the divine prowess of nine goddesses, serves as the backdrop for this vibrant festival. Recognizing this symbolism, the Akademi has curated a series of events under the banner ‘Shakti,’ paying homage to the feminine energy inherent in the cosmos.

The inauguration ceremony kicks off today at the revered Kamakhya Temple in Guwahati, marking the beginning of a cultural odyssey that will traverse through seven sacred sites across the nation. From the Mahalakshmi Temple in Kolhapur, Maharashtra, to the Shaktipeeth Maa Harsidhi Temple in Jaisinghpur, Ujjain, Madhya Pradesh, each location holds deep spiritual significance and cultural heritage.

Over 1200 Candidates Set to Compete in Phase 2 of Lok Sabha Elections 2024 Across 13 States/UTs

As the Lok Sabha Elections 2024 progress into their second phase, the Election Commission has announced a formidable lineup of contenders across 13 States/Union Territories (UTs). A total of 1210 candidates are gearing up to battle it out for parliamentary seats in this crucial phase of the electoral process.

With 2633 nomination forms submitted for 88 Parliamentary Constituencies (PCs) spanning 12 States/UTs, the stakes are undeniably high. The deadline for filing nominations closed on April 4, 2024, ushering in a rigorous scrutiny process. Following this scrutiny, 1428 nominations were deemed valid, setting the stage for the final contest.

Among the highlights of Phase 2, Kerala leads with a staggering 500 nominations spread across 20 PCs, closely trailed by Karnataka with 491 nominations across 14 PCs. In contrast, Tripura witnessed a minimal turnout with only 14 nominations for a single PC.

A closer look at the State/UT-wise breakdown reveals a diverse landscape of participation. From Assam to West Bengal, candidates are vying for seats in a range of PCs, with varying numbers of nominations, valid candidatures, and final contestants.

It’s worth noting that Outer Manipur PC presents a unique scenario, with 15 Assembly Constituencies (ACs) slated for polls on April 19, 2024 (Phase 1), followed by 13 ACs on April 26, 2024 (Phase 2). A total of four candidates from Outer Manipur PC are in the fray, as per the Gazette notification issued on April 5, 2024.

Reflecting on Phase 1, a total of 1625 candidates contested across 21 States/UTs, marking a significant engagement in the electoral process, with representation from both male and female candidates.

As the nation braces for the second phase of Lok Sabha Elections 2024, anticipation runs high as citizens await the outcome of this critical democratic exercise.

In an unprecedented move aimed at boosting voter turnout, the Election Commission of India (ECI) organized a ‘Conference on Low Voter Turnout’ today, bringing together Municipal Commissioners and District Election Officers (DEOs) from select districts. The objective was to strategize and implement targeted interventions to increase voter participation in the upcoming 2024 Lok Sabha Elections.

Chaired by Chief Election Commissioner Shri Rajiv Kumar, along with Election Commissioners Shri Gyanesh Kumar and Shri Sukhbir Singh Sandhu, the conference witnessed deliberations on enhancing voter engagement and participation in identified urban and rural Parliamentary Constituencies (PCs). A key highlight of the event was the release of a booklet on voter apathy by the Commission.

Addressing the gathering, CEC Shri Rajiv Kumar highlighted the importance of addressing voter apathy in constituencies with historically low turnout. A total of 266 Parliamentary Constituencies, comprising 215 Rural and 51 Urban PCs, were identified for targeted interventions. CEC Kumar stressed on the need for a multi-faceted approach, focusing on facilitation at polling stations, targeted outreach, and involvement of critical stakeholders.

UPSC Announces Final Results of NDA and Naval Academy Examination (II)

The Union Public Service Commission (UPSC) has released the final results of the 2023 National Defense Academy (NDA) and Naval Academy Examination (II) conducted on September 3, 2023. The list, comprising 699 candidates in order of merit, has been declared qualified based on the results of the written examination held by UPSC and subsequent interviews conducted by the Services Selection Board, Ministry of Defence. These candidates are eligible for admission to the Army, Navy, and Air Force wings of the National Defence Academy for the 152nd Course and the Naval Academy for the 114th Indian Naval Academy Course (INAC).

The candidature of the aforementioned candidates is provisional, pending submission of requisite certificates supporting their date of birth, educational qualifications, etc., directly to the Additional Directorate General of Recruiting, Adjutant General’s Branch, Integrated Headquarters, Ministry of Defence (Army), New Delhi. Candidates are advised to promptly inform the Army Headquarters in case of any change of address.

Candidates can access the results on the UPSC website at https://www.upsc.gov.in. Marks of the candidates will be available on the website after 15 days from the date of declaration of final results.

A total of 102 Parliamentary Constituencies across 21 States and Union Territories (UTs) are slated to go to the polls in this phase on April 19, 2024.

The deadline for submitting nominations in Phase 1 is March 27, 2024, for all States and UTs except Bihar, where the deadline is extended to March 28, 2024.

In a bid to uphold the integrity and impartiality of the electoral process during the ongoing Lok Sabha Elections 2024, the Election Commission of India (ECI) has taken decisive action by ordering the transfer of non-cadre officers holding key positions as District Magistrates (DM) and Superintendents of Police (SP) in Gujarat, Punjab, Odisha, and West Bengal.

These transfers, affecting a total of eight non-cadre SPs/SSPs and five non-cadre DMs, aim to maintain a level playing field as mandated by the Commission. Recognizing the critical roles of DMs and SPs in ensuring fair elections, the Commission has underscored the need for encadred officers from the Indian Administrative Service and Indian Police Service to hold these positions.

Chaired by Chief Election Commissioner Shri Rajiv Kumar, along with Election Commissioners Shri Gyanesh Kumar and Shri Sukhbir Singh Sandhu, the decision was made after careful deliberation. The transfers target districts where non-cadre officers were serving in leadership roles.

The affected officers are as follows:

  • In Gujarat, SPs of Chhota Udaipur and Ahmedabad Rural districts.
  • In Punjab, SSPs of Pathankot, Fazilka, Jalandhar Rural, and Malerkotla districts.
  • In Odisha, DM of Dhenkanal and SPs of Deogarh and Cuttack Rural districts.
  • In West Bengal, DM of Purba Medinipur, Jhargram, Purba Bardhaman, and Birbhum districts.

Furthermore, in a move to mitigate any perception of bias or compromise in administration, the Commission has directed the transfer of SSP Bathinda in Punjab and SP Sonitpur in Assam, who have familial associations with elected political representatives.

These preemptive measures are aimed at ensuring the impartiality and neutrality of the administration throughout the electoral process. The respective state governments have been instructed to expedite the transfer of non-encadred officers from their current roles as DM and SP/SSP and submit a compliance report to the Commission without delay.

The Election Commission of India has promptly made this data available to the public on its website. The data on electoral bonds has been uploaded in its original form, as received from SBI, on an “as is where is basis.” Interested parties can access this information directly from the Election Commission of India’s website via the following URL: https://www.eci.gov.in/candidate-politicalparty.

The arrival of Samudra Paheredar, a specialized Pollution Control Vessel, underscores India’s commitment to combat marine pollution in the ASEAN region. This initiative aims to showcase the Indian Coast Guard’s advanced Marine Pollution Response capabilities while fostering bilateral cooperation with the Philippine Coast Guard (PCG).

During its stay, Samudra Paheredar is scheduled to visit key ports including Manila (Philippines), Ho Chi Minh (Vietnam), and Muara (Brunei). Equipped with specialized pollution control equipment and a Chetak Helicopter configured for Pollution Response operations, the vessel stands ready to contain and recover oil spills effectively.

Furthermore, the ship has embarked 25 National Cadet Corps (NCC) cadets to participate in the “Puneet Sagar Abhiyan,” an initiative aimed at international outreach and environmental conservation. There’s big news in the world of Indian actors: they might go on strike soon. The Screen Actors Guild‐American Federation of Television and Radio Artists (SAG-AFTRA) is having trouble with major game studios over their contracts.

Duncan Crabtree-Ireland, who leads the actors’ union, talked about the problem during a discussion at the South by Southwest (SXSW) event. He said they’re having a hard time agreeing on how artificial intelligence (AI) should be used in video games. He even mentioned that there’s a chance they might go on strike in the next four to six weeks.

This isn’t the first time they’ve had issues with contracts. Their last strike against gaming companies happened in 2016-17 and lasted for a long time, 183 days.

Back in September, the actors’ union members voted to allow a strike if they couldn’t sort things out. Almost everyone voted yes, with 98.32% agreeing. This vote was a big deal, with over 34,000 members taking part.

Even though they recently had a strike against Hollywood studios, where they got some good changes related to AI, they’re still having similar problems with the gaming industry. They’re worried about things like fair pay and making sure AI isn’t used in ways that hurt actors.
