The Union Cabinet, under the leadership of Prime Minister Shri Narendra Modi, has given its nod to the comprehensive scheme “PRITHvi VIgyan (PRITHVI)” by the Ministry of Earth Sciences. This overarching scheme, to be implemented from 2021-26, comes with a budget of Rs. 4,797 crore. It includes five ongoing sub-schemes, namely “Atmosphere & Climate Research-Modelling Observing Systems & Services (ACROSS),” “Ocean Services, Modelling Application, Resources and Technology (O-SMART),” “Polar Science and Cryosphere Research (PACER),” “Seismology and Geosciences (SAGE),” and “Research, Education, Training and Outreach (REACHOUT).”

Objectives of the PRITHvi Scheme:

  1. Augmentation and sustainance of long-term observations of the Earth’s atmosphere, ocean, geosphere, cryosphere, and solid earth.
  2. Development of modeling systems for understanding and predicting weather, ocean, and climate hazards, and comprehending the science of climate change.
  3. Exploration of polar and high seas regions towards discovering new phenomena and resources.
  4. Development of technology for exploration and sustainable harnessing of oceanic resources for societal applications.
  5. Translation of knowledge and insights from Earth systems science into services for societal, environmental, and economic benefit.

Role of Ministry of Earth Sciences (MoES): The MoES is mandated to translate science into services for society, providing weather, climate, ocean, coastal state, hydrology, seismology, and natural hazards services. It also explores and harnesses marine living and non-living resources sustainably and investigates the three poles of the Earth (Arctic, Antarctic, and Himalayas).

Research & Development and Operational Activities: The MoES conducts research and development and operational (services) activities through ten institutes, including IMD, NCMRWF, CMLRE, NCCR, NCS, NIOT, INCOIS, NCPOR, IITM, and NCESS. These institutions work collaboratively to address the complex interactions of the Earth System Sciences.

Holistic Approach of PRITHVI: Earth System Sciences involve all five components of the Earth system, and PRITHVI will holistically address these components to enhance the understanding of Earth System Sciences and provide reliable services for the country. The integrated and multi-disciplinary approach of PRITHVI will contribute to addressing significant challenges related to weather and climate, oceanography, cryosphere, seismology, and resource exploration for sustainable harnessing.

Government Launches SHREYAS Scheme to Foster Higher Education for OBC & Others

The SHREYAS Scheme, aimed at enhancing the educational empowerment of OBC and EBC students, encompasses two vital components:

1. National Fellowship for OBC Students: The scheme’s primary objective is to offer financial assistance to OBC students pursuing higher education, specifically M.Phil and Ph.D. degrees, in universities, research, and scientific institutions. The scheme provides 1000 Junior Research Fellowships annually for advanced studies and research. Eligible candidates must have qualified in tests like NET-JRF of UGC for Humanities/Social Sciences or UGC-CSIR NET-JRF Joint Test for Sciences. The Ministry has now entrusted the National Backward Classes Finance and Development Corporation with the implementation of this scheme, ensuring a transparent and effective process.

Achievements: As of January 4, 2023, an impressive Rs. 50.90 crore has been released during the 2023-24 fiscal year.

2. Dr. Ambedkar Scheme of Interest Subsidy on Educational Loans for Overseas Studies for OBCs and EBCs: This Central Sector Scheme focuses on providing interest subsidies to OBC and EBC students for the period of moratorium on educational loans taken for overseas studies at Masters, M.Phil., and Ph.D. levels. The scheme is implemented through Canara Bank, the nodal bank for the initiative. Noteworthy features include linking the interest subsidy with existing educational loan schemes, income criteria for OBC and EBC candidates, and a reserved 50% financial assistance for women candidates.

Achievements: An encouraging Rs. 24.11 crore has been released during the 2023-24 fiscal year as of January 4, 2023.

These initiatives aim to make quality higher education accessible to all, fostering inclusivity and supporting the academic aspirations of students from OBC and economically backward backgrounds. The Government emphasizes the importance of education as a key driver for national progress and development.

MoHUA Initiates Seminar on Street Vendor Empowerment and Grievance Redressal

Minister for Housing and Urban Affairs, Hardeep S Puri, emphasized the importance of robust Grievance Redressal Committees (GRC) under the Street Vendors Act 2014, during the inauguration of a seminar focused on ‘Grievance Redressal Committee (GRC) for Street Vendors.’ The minister applauded the States/UTs that have already established GRCs and urged the others to expedite the process.

Street vendors play a vital role in the urban informal economy, and the Ministry is committed to creating a supportive and empowering environment for them nationwide, stated Minister Puri.

The seminar aimed to raise awareness among all States and Union territories on the significance of effective GRCs. Key stakeholders, including GRC members, attended the event to enhance their understanding of the legal provisions within the Street Vendors Act 2014. Participants discussed best practices from States and Union Territories that have successfully constituted and managed effective GRCs.

During the seminar, two websites, the refreshed PAiSA Portal Dashboard and the PM SVANidhi Mission Monitoring Portal, were launched by Minister Hardeep S Puri. These portals will provide real-time progress updates on the mission and scheme, fostering transparency and accountability.

The Centre for Civil Society presented insights into the Street Vendors Act, 2014, and GRC, highlighting the legal framework and its implications. A panel discussion on “Strengthening Grievance Redressal Mechanisms for Street Vendors” addressed challenges faced by street vendors, proposing effective solutions.

Minister Puri acknowledged the role of the Grievance Redressal Committees in ensuring fair treatment, resolving disputes, and upholding the rights of street vendors. He emphasized that an effective grievance redressal mechanism is crucial for fostering a conducive atmosphere for street vendors to conduct their businesses.

Through various initiatives, including the formation of Town Vending Committees, demarcation of vending zones, construction of vending markets, and issuance of Certificates of Vending, the Street Vendors Act, 2014, safeguards vendors, fostering economic sustainability, and contributing to vibrant urban spaces.

About PM SVANidhi: Launched on June 01, 2020, the PM SVANidhi scheme addresses challenges faced by street vendors, providing financial assistance to resume businesses impacted by the Covid-19 pandemic. Over 57.83 lakh street vendors have been supported with loans within 43 months, despite facing three waves of the pandemic.

He regretted his inability to attend the Sher-e-Kashmir University of Agricultural Sciences & Technology’s convocation due to adverse weather conditions.

Addressing the Biotech Startup Expo on “Emerging Startup Trends in North India” in Kathua, Shri Dhankhar highlighted five fundamental parameters for national growth: peace, equality of law, transparency in governance, meritocracy-favoring ecosystems, and women’s empowerment.
